In the Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, he President directed the Secretary of Homeland Security to develop, submit for review to the Homeland Security Council, and administer a National Incident Management System (NIMS).
NIMS provides a consistent, nationwide approach for Federal, State, local, and tribal governments so that they may work together effectively in order to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, and/or complexity.
NIMS enhances the management of domestic incidents by establishing a single, comprehensive system for incident management that will help achieve greater, agency-wide cooperation at all levels of government. Implementing the NIMS strengthens each agency’s capability to fulfill its responsibilities to the American people in times of an emergency.
At FDA, NIMS Implementation and Training helps ensure that the Agency is fully incorporating NIMS into emergency response plans, procedures, and policies. Led by the Office of Emergency Management (OEM), plans were developed to provide the necessary guidance to ensure that personnel receive appropriate NIMS training and are prepared to effectively execute the Agency’s duties under the National Response Framework (NRF).
