Sequence of Events

The following list outlines the general Sequence of Events during a  disaster.
   This sequence may vary based on the  circumstances of the disaster.
   Â†  Disaster  occurs
   Â†  Local response –  emergency operations center activation - declaration of state of  emergency
   Â†  Continue  emergency work – maintain records (labor, equipment, materials, and  contracts)
   Â†  Compile initial  estimated damage. Report to State emergency management agency
   Â†  Evaluate needs  and request State/Federal assistance
   Â†  Federal/State  survey of need – Preliminary Damage Assessment
   Â†  Governor’s  request for Federal assistance
   Â†  Presidential  declaration
   Â†  Designate  applicant’s agent
   Â†  Attend  Applicants’ Briefing and submit a Request for  Public Assistance
   Â†  Attend Kickoff  Meeting with Public Assistance Coordination (PAC) Crew Leader – discuss  project formulation
   Â†  Prepare Project Worksheets – work with the  PAC Crew Leader
   Â†  Address  applicable Special Considerations (floodplain management, insurance, hazard  mitigation and compliance with environmental and historic preservation  laws)
   Â†  Complete  application for Federal funds
   Â†  Maintain  required documentation (labor, equipment, materials, and contracts)
   Â†  Receive payment  of small projects - for Federal share and possibly State share
   Â†  Complete  approved disaster work within time allowed
   Â†  Request final  inspections
   Â†  Submit documents  for final inspection, program review, and close-out
   Â†  Receive  reimbursement – final payment on large projects
   Â†  Keep all  documentation for 3 years from date of final Financial Status Report, or  follow State and applicant record retention policies if they require  retention beyond 3 years
