Under the COVID-19 declarations, FEMA will consider requests for reimbursement of NCS for health and medical-related needs. Any approval of funding is limited to that which is reasonable and necessary to address the public health needs of the event. The security of NCS facilities is eligible under FEMA’s COVID-19 policy. Therefore, claimed costs for contracted security services and the related golf cart rental are eligible. However, the Applicant has not demonstrated that the command center was a reasonable and necessary emergency protective measure taken in response to the pandemic. Eligible costs associated with NCS include necessary supplies and commodities. Therefore, costs for additional supplies used at the temporary shelter are eligible.
Costs totaling $127,817.39 are associated with eligible security services and necessary supplies for the NCS facility. However, the Applicant has not demonstrated that the remaining costs on appeal were associated with eligible emergency protective measures. Therefore, this appeal is partially granted.
