The Applicant has demonstrated that contract costs of $426,141.84 under PW 6721 and $193,281.67 under PW 6724 were reasonable and therefore eligible under each respective project. However, the Applicant has not demonstrated that it incurred an additional $51,311.05 in contract costs under PW 6721. Therefore, this appeal is partially granted.
