FEMA provides PA funding to eligible applicants for the repair, restoration, reconstruction, or replacement of facilities damaged or destroyed by disasters. The Applicant presented a preliminary assessment of the damages to the Fountain when it submitted the engineer’s report. Applicants have 60 days from the date of the first substantive meeting, the Recovery Scoping Meeting, to identify and report all disaster-related damage. FEMA may extend the deadline for identifying and reporting damage based on extenuating circumstances beyond the Applicant’s or the Recipient’s control, for example, if a site is inaccessible.

CONCLUSION

FEMA finds that the Applicant satisfied the requirement to identify and report damages. Therefore, this appeal is remanded to FEMA Region 6 for a new determination on whether the facility, work, and/or costs are eligible.
