An applicant is responsible for identifying all disaster related work, requesting inspections and changes in PWs, and obtaining FEMA’s prior approval for any SOW revision. The Applicant did not request a SOW change from FEMA prior to commencing and completing work.

The work completed by the Applicant was performed outside the approved SOW and without the prior approval required for a SOW change. Therefore, this appeal is denied.
