An applicant must obtain the prior approval of FEMA for any revision in the scope or objective of the project.

FEMA finds that the Applicant completed work outside the approved SOW without prior FEMA approval and FEMA could not determine EHP compliance after the Applicant completed additional work. Therefore, the appeal is denied.
