An applicant is responsible for submitting a SOW change to FEMA for approval before the performance of the work requested. The Applicant began and completed work outside of the approved SOW before submitting a change in the SOW to FEMA for approval.

The Applicant initiated and completed substantial work outside the approved SOW without receiving FEMA’s prior approval. Therefore, this appeal is denied.
