The applicant must evaluate each cost overrun and, when justified, submit a written request, including detailed justification and documentation to support the eligibility of the requested revision. However, the documentation provided by the Applicant does not provide details to support the eligibility of the requested costs. For example, the lump sum contract the Applicant provided includes neither quantities nor descriptions of the types of materials used, or associated costs.

The Applicant did not provide documentation to demonstrate that the increased costs requested are associated with work in the approved SOW. Therefore, the appeal is denied.
