For emergency protective measures to be eligible, the Applicant is responsible for showing the work is required due to an immediate threat resulting from the declared incident. Under the COVID-19 declarations, FEMA may provide assistance for the following emergency protective measures that help manage, control, and reduce immediate threats to public health and safety: emergency operation costs; training specific to the declared event; disinfection of eligible public facilities; and certain technical assistance to state, tribal, territorial and local governments. The purchase of supplies and commodities required for emergency protective measures may be eligible. The Applicant did not demonstrate the work performed was an eligible emergency protective measure or within any of the categories identified in FEMA’s COVID-19 or general PA policies.
FEMA finds that the Applicant did not demonstrate the work performed was an eligible emergency protective measure. Therefore, this appeal is denied.
