FEMA may provide assistance to eligible PA applicants for measures implemented to reduce immediate threats to public health and safety, as well as certain measures to facilitate the safe opening and operation of eligible facilities in response to COVID-19, which may include the purchase and installation of temporary physical barriers to support social distancing. The Applicant’s purchase of materials and supplies to establish outdoor classrooms and remote technological equipment for virtual learning is not related to any of FEMA’s COVID-19 policies’ listing of eligible emergency protective measures or with any equivalent activity that eliminates or mitigates an immediate threat.
The Applicant did not demonstrate the work performed was an eligible emergency protective measure in response to an immediate threat to life, public health, or safety from COVID-19. Therefore, this appeal is denied.
