The Applicant has not demonstrated that the costs for remote meeting subscriptions and the permanent electronic door opener were eligible emergency protective measures to safely open and operate its facility.

The Applicant has not demonstrated that the claimed costs are eligible emergency protective measures in response to COVID-19 or eligible emergency protective measures to safely open and operate a facility.
