Eligible emergency work includes emergency protective measures that are necessary to save lives and protect public health and safety. To be eligible for PA, the items of work must be required as a result of the disaster, and the emergency protective measures must eliminate or lessen immediate threats to lives, public health, or safety. The Applicant demonstrated that the roadside banners and extension cords are eligible emergency protective measures as a result of the COVID-19 emergency based on their respective uses in public health communications and medical care in community-based testing.

CONCLUSION

FEMA finds the Applicant has demonstrated that $10,292.98 in requested funding for roadside banners and extension cords is directly tied to the performance of eligible emergency protective measures for COVID-19. Accordingly, the second appeal is granted.
