In response to COVID-19 declared events, FEMA may only provide assistance in accordance with a COVID-19 specific policy. The Applicant has not demonstrated the claimed items are eligible emergency protective measures listed in the O&O Policy, or any other COVID-19 policy. Further FEMA has determined other agencies are more appropriate to fund contact tracing. For unbudgeted employees performing emergency work, both straight-time and overtime labor are eligible. The Applicant did not provide documentation showing the hours and tasks performed were tied to eligible work in response to COVID-19.
The claimed costs were not directly tied to the performance of eligible emergency protective measures under any of FEMA’s COVID-19 policies.
