FEMA may provide assistance for measures to reduce immediate threats to public health and safety, such as EOC costs, as well as certain measures to facilitate the safe opening and operation of eligible facilities in response to COVID-19 declared events, which may include face masks and personal protective equipment, cleaning and disinfection, COVID-19 diagnostic testing, screening and temperature scanning, and purchase and installation of temporary physical barriers. Response activities conducted at EOCs are eligible provided they are associated with eligible work. Costs associated with operating the EOC are also eligible, including supply costs. The Applicant has not identified a specific EOC that it purchased equipment to operate, and the work conducted while teleworking, was not an eligible emergency protective measure to facilitate the safe opening and operation of eligible facilities.

CONCLUSION

The Applicant has not demonstrated it performed eligible emergency protective measures or otherwise eligible work included under any of the categories in the O&O Policy. Therefore, this appeal is denied.
