FEMA may provide assistance to eligible PA applicants for measures implemented to facilitate the safe opening and operation of eligible facilities in response to COVID-19. Air disinfection may be eligible in limited circumstances in accordance with the O&O Policy under the category of cleaning and disinfection and only in cases where applicants implemented a layered approach. The Applicant’s purchase of portable HEPA purifiers for its group homes and day habilitation centers is an eligible emergency protective measure undertaken as an alternative action to reduce the spread of COVID-19 infections among its residents who are intellectually and developmentally disabled.
