In response to COVID-19, eligible emergency protective measures include certain specific, limited measures implemented to facilitate the safe opening and operation of an eligible facility. The lease of space for educational or administrative activities goes beyond the emergency protective measures authorized in the O&O Policy.

The leasing costs are not eligible emergency protective measures in response to an immediate threat from COVID-19 and, thus, are ineligible for PA funding. Therefore, this appeal is denied.
