In response to COVID-19, eligible emergency protective measures include certain measures implemented to facilitate the safe opening and operation of eligible facilities, including screenings. FEMA may provide assistance for medical care in accordance with a COVID-19 specific policy. The Applicant’s documentation does not show that the claimed labor hours were exclusively limited to any specific activity, such as COVID-19 screenings. The claimed medical care activities for the Applicant’s employees are not among eligible emergency protective measures listed under any FEMA COVID-19 policy.

CONCLUSION

The Applicant’s claimed labor costs are not directly tied to the performance of eligible work. Therefore, this appeal is denied.
