In response to COVID-19 declarations, FEMA may provide assistance to all eligible PA applicants for measures implemented to facilitate the safe opening and operation of all eligible facilities. To be eligible, costs must be directly tied to the performance of eligible work.FEMA does not reimburse the costs for individual meals. The Applicant did not provide documentation that it purchased disinfectant sprayers for GMP 708646 or used the replacement parts at issue under that project for otherwise eligible work. For GMP 700787, the Applicant purchased the replacement parts for the disinfectant sprayers that FEMA determined to be eligible emergency protective measures for cleaning and disinfecting under the O&O Policy. In contrast, the Applicant did not provide any information or argument on second appeal concerning its requested meal cost and therefore has not substantiated the $136.00 in meal costs related to the purchase of individual meals are eligible under GMP 700787.
The Applicant has not demonstrated that the replacement parts claimed for GMP 708646 were directly tied to the performance of eligible emergency protective measures. Similarly, the Applicant has not established that the requested meal costs under GMP 700787 are eligible under FEMA policy. However, the Applicant demonstrated that the costs for sprayer replacement parts for GMP 700787 are directly tied to the performance of eligible work. Therefore, the appeal is partially granted for $40,975.76.
