Measures to protect life, public health, and safety are generally the responsibility of the SLTT governments. For reimbursement of NCS for health and medical-related needs, the NCS must be at the direction of and documented through an official order signed by an SLTT public health official and approved by the appropriate FEMA Regional Administrator. The Applicant, as a PNP, has not demonstrated that it provided NCS at the direction of and documented through an official order signed by an SLTT public health official and approved by the appropriate FEMA Regional Administrator.
The Applicant has not demonstrated that it had legal responsibility for the claimed NCS work ($89,951.10). The remaining claim for disinfectant and PPE ($507.99) falls below the minimum project threshold. Therefore, this appeal is denied.
