FEMA finds that the Applicant demonstrated that it was legally responsible for the mural. Therefore, this appeal is granted. The Applicant may request an improved project to complete its intended scope of work to replace the mural with a metal sign in its right of way, with costs capped at the purchase price of the mural, i.e. roadside welcome sign, less insurance proceeds.
