Items of permanent work must be required as the result of the declared incident; FEMA does not provide PA funding for repair of damage caused by deterioration or deferred maintenance. FEMA’s site inspection documented the paddle boat’s pontoons leaked. In addition, the Applicant admitted prior hurricanes damaged the paddle boat, and it had not repaired the damages. Consequently, the Applicant has failed to demonstrate that damage was caused directly by the declared incident.

CONCLUSION

The Applicant has not demonstrated the work to repair its paddle boat was required as a direct result of the disaster, as it did not provide documentation that would allow FEMA to distinguish between preexisting and disaster-related damage. Accordingly, the second appeal is denied.
