HEADNOTES

If a PNP operates multiple facilities, or a single facility composed of more than one building, FEMA must evaluate each building independently, even if all are located on the same grounds. Eligibility of mixed-use PNP facilities that provide both eligible and ineligible services is dependent on the primary use of the facility. The Applicant has not provided documentation substantiating its primary use of the House for eligible PNP activities.

CONCLUSION

The Applicant has not demonstrated the House is an eligible PNP facility providing noncritical essential social services to the general public. Therefore, this appeal is denied.
