For PNPs with facilities that provide noncritical, essential social services, FEMA only provides PA funding when eligible damages exceed the eligible SBA loan amount. The eligible SBA loan amount was $253,900.00 and the requested amount of PA funding is $107,681.00. FEMA can only provide funding for eligible costs that exceed the eligible SBA loan amount. In this case, there are no eligible costs for PA funding.

The Applicant did not demonstrate the costs on appeal exceed the eligible SBA loan amount. Therefore, this appeal is denied.
