FEMA may provide PA funding to an eligible PNP only if it has applied for a disaster loan from the SBA. The Applicant cannot receive PA funding because it did not apply for an SBA disaster loan. To be eligible, an applicant must show that the work was required as a direct result of the disaster and that it had legal responsibility to perform the work. The Applicant did not demonstrate what damage was a direct result of the disaster, and, for certain items, it did not show that it had legal responsibility to perform the work.
