An applicant’s appeal of an eligibility determination must contain documented justification supporting its position. For a PNP, eligible debris removal is limited to that associated with an eligible facility. The Applicant has not submitted documentation that the Roads are associated with an eligible facility. Debris removal may be an eligible emergency protective measure if the extent of damage prevents all access routes to an essential community service, or to a community with survivors. The Applicant has not submitted documentation demonstrating that the debris removal work is an eligible emergency protective measure.

CONCLUSION

The Applicant has not demonstrated that the debris removal work is associated with an eligible facility or is an emergency protective measure. Accordingly, the second appeal is denied.
