HEADNOTES

FEMA is authorized to provide PA funding for debris removal as long as it is in the public interest, that is, necessary to eliminate immediate threats to life, public health, and safety, to eliminate immediate threats of significant damage to improved property, or to ensure economic recovery of the affected community to the benefit of the community-at-large. The Applicant has not demonstrated that the debris removal is in the public interest, nor that it is conducted to eliminate an immediate threat, and therefore is not eligible for PA funding.

CONCLUSION

The Applicant has not demonstrated that the claimed debris removal was in the public interest. Therefore, this appeal is denied.
