The applicant must substantiate claimed surface damage with supporting documentation. For inundated roads, FEMA requires documentation showing pre- and post-disaster surface conditions. The Applicant’s maintenance records show that it routinely graded many of its dirt roads and performed other maintenance as needed. However, the records do not document maintenance to specific sections of roadway or other specific locations. The Applicant did not provide other records demonstrating the predisaster condition of its roads or, for the majority of its roads, documenting post-disaster damage. The Applicant has not provided any documentation demonstrating post-disaster damage to the claimed road signs.

CONCLUSION

The Applicant did not provide documentation demonstrating pre- and post-disaster conditions for the roads and road signs at issue and thus has not shown that the claimed repair work was required as a result of the disaster. Therefore, this appeal is denied.
