An eligible item of work must be required as a result of the disaster event. For permanent work, the Applicant must demonstrate that damage was caused by the declared incident; FEMA does not provide funding for repair of damage caused by deterioration or deferred maintenance. FEMA noted at its inspection of the Facility deterioration of the roof that predated the disaster. The Applicant has not submitted documentation establishing the roof’s predisaster condition. FEMA could not substantiate through the expense reports the Applicant submitted that the damage was caused as a direct result of the disaster. FEMA establishes a minimum project threshold for each fiscal year. A project is not eligible if it totals less than the minimum threshold. Because the claimed costs for repairs to the Museum of Texas Art fall below the minimum small project cost threshold, they are not eligible for funding.
The Applicant has not demonstrated the work to repair the damage to the contents of the Facility is the direct result of the disaster. In addition, because the claimed costs for repairs to the Museum of Texas Art fall below the minimum small project cost threshold, they are not eligible for funding. Accordingly, the second appeal is denied.
