To be eligible for PA funding, an item of work must be required as a result of the declared incident, and the Applicant must demonstrate that damage was caused directly by the declared incident. The Applicant has demonstrated that work to evaluate the radio equipment, replace damaged antennas, and stabilize the antenna tower is required as a result of the declared incident. However, the Applicant has not demonstrated that work to either replace the radios and radio repeaters or install a noise reduction radio and software system, is required as a result of the disaster.
FEMA finds the Applicant has demonstrated that work to evaluate the radio equipment, replace damaged antennas, and stabilize the antenna tower is eligible. However, the Applicant has not established that either replacing the radios and radio repeaters, or installing the new noise reduction radio and software system is eligible for PA funding. Therefore, this appeal is partially granted.
