To be eligible for PA funding, work must be required as a result of the disaster and the applicant must demonstrate that the damage was directly caused by the disaster. The pre- and post-disaster photographs do not support the Applicant’s claim that the damage was the result of the disaster, but rather demonstrate that the parking lot was in the same condition, with missing pieces of asphalt, patched areas with newer asphalt, and cracking prior to the disaster.

The Applicant did not demonstrate that the requested parking lot and curb repairs were required as a result of the declared incident.
