To be eligible for PA funding, work must be required as a result of the disaster, and the applicant must demonstrate that the damage was directly caused by the incident. The Applicant did not provide documentation such as technical assessments, studies or an explanation that demonstrates the damaged sections at issue require replacement, that it is not feasible to repair the damaged seawalls using rip rap and the additional seawall sections claimed were damaged and required replacement.
The Applicant did not demonstrate that the seawall sections on appeal, including the newly requested seawall sections, were damaged by the disaster or damaged to the extent that they required replacement as a result of the disaster. Therefore, the appeal is denied.
