To be eligible for PA funding, work must be required as a result of the disaster. It is the applicant’s responsibility to demonstrate that claimed damage was directly caused by the incident. For the Boxing Gym, the photographs provided include undated photographs that show general flooding in the park and do not show the specific flood damaged areas. The time and date stamped photographs are from the November 2023 FEMA site inspection, which do not provide any new documentation. The inspection reports do not make any reference to the roof and the work orders provided contain multiple entries which indicate evidence of pre-existing issues including roof leaks in March 2023, and missing ceiling tiles need to be replaced due to water stains. For the Stadium, the photographs provided are from the FEMA site inspection, which does not address pre-existing damage to the track. The Applicant did not explain whether it continued to utilize the Stadium after the disaster despite its health and safety concerns, nor did the Applicant demonstrate it completed the work to replace contaminated items prior to using the Stadium for public events.
The work to repair the claimed damages are not the direct result of the disaster. Therefore, the appeal is denied.
