An applicant must demonstrate that the damage was the result of the declared incident. The Applicant did not substantiate that the claimed damages occurred as a result of the disaster. Therefore, the requested work is ineligible for PA funding. It is the applicant’s responsibility, where preexisting damage exists, to distinguish that damage from the disaster-related damage. The Applicant did not address concerns regarding preexisting damage and did not demonstrate the predisaster condition of the Facility, and therefore it is ineligible for PA funding.
The Applicant has not substantiated its claim that the requested work is required as a result of the declared incident. Accordingly, the Applicant’s second appeal is denied.
