This is in response to a letter from your office dated November 26, 2017, which transmitted the referenced second appeal on behalf of Pleasant Grove Township (Subrecipient). The Subrecipient is appealing the Department of Homeland Security’s Federal Emergency Management Agency’s denial of $22,595.58 in costs pertaining to the repair of its roads. As explained in the enclosed analysis, I have determined that the repair work performed at Sites 5, 6, 8, 9, 10, and 12 is eligible for funding because the Subrecipient has demonstrated that those sites were routinely maintained prior to the disaster and that the work to repair the roads was required as a direct result of the disaster. Accordingly, I am partially granting this appeal in the amount of $19,345.86. Please inform the Subrecipient of my decision. This determination is the final decision on this matter pursuant to 44 C.F.R. § 206.206, Appeals.
