This is in response to a letter from your office dated December 8, 2017, which transmitted the referenced second appeal on behalf of City of Gulfport (Applicant). The Applicant is appealing the Department of Homeland Security’s Federal Emergency Management Agency’s deobligation of funds under Project Worksheet 11277 associated with the appraisal of easements in the amount of $113,550.00. As explained in the enclosed analysis, I have determined that the appraisal review services were improperly procured and the costs were appropriately deobligated. Regarding costs for appraisals on unpurchased easements in the amount of $53,250.00, it is determined that the costs were necessary and eligible for reimbursement. Accordingly, I am partially granting the appeal. Please inform the Applicant of my decision. This determination is the final decision on this matter pursuant to 44 C.F.R. § 206.206, Appeals.
