  • Legal Status Verification: Must possess a valid IRS ruling letter under sections 501(c), (d), or (e), or state-issued documentation proving non-revenue-producing nonprofit status.

  • For-Profit Entities: Private, for-profit businesses are completely excluded from applying for FEMA Public Assistance. (Note: Governments may contract with for-profit entities to perform emergency work, but the government entity remains the sole eligible applicant).
  • Alaska Native Corporations: Because they are privately owned, Alaska Native Corporations are explicitly ineligible to apply for Public Assistance.
