Chapter 10 › I.F–H Coordination with Other Federal Agencies; Partnerships and Resources

What happens when other federal agencies are involved, and where do museums and libraries get help?

FEMA term
Coordination with other federal agencies; Unified Federal Review; Heritage Emergency National Task Force
Short answer

When another federal agency is also funding, supporting or permitting work in the same area, FEMA coordinates early so you don’t face conflicting environmental standards. For example, FEMA works with HUD on public housing projects. The Unified Federal Review resolves disagreements between agencies, and the Heritage Emergency National Task Force helps museums, libraries and other cultural institutions.

What FEMA requires

  • When multiple federal agencies are conducting, funding or permitting projects in the same area, FEMA coordinates as early as possible to streamline EHP review and avoid conflicting standards.
  • Example: public housing agencies can receive PA funding; FEMA EHP coordinates with HUD on the environmental and historic review.
  • Unified Federal Review: offers more coordination between FEMA and other agencies and higher-level resolution when they reach an impasse.
  • Heritage Emergency National Task Force: a FEMA and Smithsonian partnership of 60-plus members that helps protect cultural and historic resources, supports private nonprofit cultural institutions such as museums, libraries and historical societies, advises on conservators, and evaluates scopes of work for treating objects.

Documentation

Information on other federal agencies funding, supporting or permitting work in the same area or on the same project, and for cultural institutions, details of collections and objects needing treatment.

Watch out · Govstar practitioner advice

Tell FEMA early about every other federal program touching the same site, such as HUD funding or a Corps permit. Late discovery of a second agency is a common cause of conflicting conditions and a stalled review.
