Chapter 4 › I.C Facility Scheduled for Repair or Replacement

Is a facility eligible if we had already planned to repair or replace it?

FEMA term
Facility scheduled for repair or replacement
Short answer

Yes, if the work was not yet under contract and was to be paid for with non-federal funds, as long as the damage you claim did not exist before the incident. If some damage already existed, FEMA funds only the repair of damage the incident caused.

What FEMA requires

  • The facility must not yet be under contract for the repair or replacement.
  • The planned work must have been scheduled with non-federal funds.
  • The damage claimed must not have existed before the incident. FEMA reviews procurement and contract documents to check this.
  • Where damage existed before the incident, only the repair of incident-caused damage is eligible.

Documentation

The budget, capital plan or schedule showing the planned work and its non-federal funding source; procurement and contract documents; and any condition assessments describing the facility before the incident.

Watch out · Govstar practitioner advice

Capital plans and condition assessments that describe a facility as failing can be used to argue the damage existed before the disaster. In your damage description, separate pre-existing deficiencies from disaster damage clearly.
