Chapter 6 › XV. Increased Federal Cost Share for a Limited Timeframe

How does a temporary 100 percent federal cost share work?

FEMA term
Increased federal cost share for a limited timeframe
Short answer

When the President authorizes a higher federal share for a limited time, FEMA applies it to eligible work performed through 11:59 p.m. local time on the expiration date. You must separate costs before and after the deadline.

What FEMA requires

  • Employees: hours worked up to the expiration.
  • Purchased materials and equipment: items needed and used during the period, plus usage up to the expiration.
  • Leased equipment and facilities: prorated by time up to the expiration.
  • Contracts: work performed up to the expiration; if dates can’t be separated, FEMA prorates by percentage of work completed.

Documentation

Timesheets, equipment logs, leases and contractor invoices that show dates of work relative to the deadline.

Watch out · Govstar practitioner advice

Ask contractors to invoice separately for work before and after the deadline. Prorating by percentage complete usually costs you money.
