Chapter 7 › XIII.P–Q Infectious Disease Incident; Mosquito Abatement

Will FEMA pay for public health measures like disease response or mosquito control?

FEMA term
Infectious disease incident; mosquito abatement
Short answer

For infectious disease declarations, FEMA works with the CDC and issues disaster-specific guidance on which measures are eligible. Mosquito abatement is eligible when a public health official validates a specific threat in writing, and only for the increase over normal spending.

What FEMA requires

  • In an infectious disease declaration, FEMA may fund evacuation, moving supplies, and care and shelter directly related to the incident, as set out in the disaster-specific guidance.
  • Mosquito abatement eligibility is decided with the CDC. The eligible amount is disaster-related cost minus your average abatement spending over the three most recent non-disaster years (see PAPPG Appendix F).

Documentation

The public health official’s written validation, and three years of normal mosquito abatement spending.

Watch out · Govstar practitioner advice

Keep a clean three-year history of routine mosquito spending. It sets the baseline FEMA deducts.
