Chapter 6 › XVIII. Grant Management and Administration

Will FEMA pay for the cost of managing our FEMA grant?

FEMA term
Category Z: Management costs
Short answer

Yes, as management costs: actual costs up to 5 percent of a subrecipient’s total award, and up to 7 percent of the total award for recipients. They cover indirect and direct administrative costs of developing and managing eligible PA projects.

What FEMA requires

  • Costs must be associated with eligible facilities, work and costs.
  • Costs to survey overall impacts, locate damage or conduct preliminary damage assessments are management costs, not project costs.

Documentation

A summary of work and costs: number of employees, equipment used with rates, total labor and equipment hours (or miles), total costs, and a general description of tasks performed. FEMA may ask for more.

Watch out · Govstar practitioner advice

Track grant administration time from day one under its own charge code. It is the easiest cost to lose because nobody records it.
