Chapter 8 › V.D.3 Power: Transmission and Distribution System Conductor Replacement

When will FEMA pay to replace power line conductors instead of repairing them?

FEMA term
Transmission and distribution conductor replacement
Short answer

When a line section can’t be effectively repaired and re-sagged, measured against FEMA’s damage thresholds. Eligible sections can be replaced with #2 ACSR conductor, or with advanced conductors where codes are adopted or through mitigation or an improved project.

What FEMA requires

You define the line section: a single span, all spans between dead-end structures, a feeder, a tap or any contiguous group. Adjustments to accommodate #2 ACSR, such as span lengths and pole heights, are eligible without citing a code. If no threshold is met, only repair is eligible.

<table class="pt-table"><thead><tr><th>A line section can be reconductored if…</th><th>Threshold</th></tr></thead><tbody><tr><td>Conductor spans with visible damage (broken strands, splices, sleeves, pitting, burns, kinks)</td><td>25% or more</td></tr><tr><td>Line spans stretched out of sag or failing clearance</td><td>30% or more</td></tr><tr><td>Poles needing replacement or straightening</td><td>40% or more</td></tr><tr><td>Other supporting structures damaged (cross-arms, braces, insulators, guys, anchors)</td><td>40% or more</td></tr><tr><td>Any combination of the above</td><td>65% or more</td></tr><tr><td>A licensed engineer shows the conductor is damaged beyond repair</td><td>Engineering evidence</td></tr></tbody></table>

Watch out · Govstar practitioner advice

Choose line sections strategically. A well-drawn section can meet a threshold that the whole feeder averages out of.
