Chapter 12 › I.C, III Subrecipients; Public Assistance Award Closeout

How does the whole disaster grant get closed out?

FEMA term
Subrecipient closeout; Public Assistance award closeout
Short answer

Once all of a subrecipient’s projects are closed and no audits are pending, the recipient asks FEMA to close that subrecipient. The recipient then closes the whole PA award with a final Federal Financial Report (SF-425).

What FEMA requires

  • The subrecipient closeout request includes a project completion certification report listing every project.
  • FEMA closes the award once all appeals have final determinations, all eligible funds are obligated, all projects are closed, funds are passed through and reported, and administrative actions are complete.
  • Recipients must liquidate all obligations within 120 days after the award’s period of performance ends, unless FEMA grants a written extension.

Documentation

Project completion certification report, final expenditure report, and the final SF-425.

Watch out · Govstar practitioner advice

Open appeals hold the entire award open. Resolve or withdraw stale appeals so the rest of the disaster can close.
