Chapter 6 › VI. Supplies

Will FEMA pay for supplies and materials we bought or took from stock?

FEMA term
Supplies (materials)
Short answer

Yes, if you bought them because they were justifiably needed for the response or recovery, or took them from your own stock and used them for the incident. FEMA pays based on invoices, or on your normal method of pricing inventory for items taken from stock.

What FEMA requires

  • Track items taken from stock with inventory withdrawal and usage records.
  • Without invoices, FEMA uses your established inventory pricing method; without one, historical data or area vendor prices.

Documentation

  • Small projects: type, quantity and total cost.
  • Large projects: for stock items, original invoices or cost records, inventory records, quantities used and location; for purchases, receipts or invoices, quantities used, and a justification for anything not used.

Watch out · Govstar practitioner advice

Bulk purchases that go unused need a written justification. Buy what the response needs, and log withdrawals from stock as they happen.
